2 Samuel 24:1 (Good News) – The LORD was angry with Israel once more, and he made David bring trouble on them. The LORD said to him, “Go and count the people of Israel and Judah.”

1 Chronicles 21:1 (Good News) – Satan wanted to bring trouble on the people of Israel, so he made David decide to take a census.

Actually, yes. I can only conclude that Satan was unknowingly carrying out God's will.

Yes, please spell out counting, but without using any algebra.

Someone really educated can probably help you more with this. But I'd note:

1. Chronicles is a reworking of Samuel - so in once sense its a revision of the initial source

2. The word translated "Satan" does not necessarily mean "the devil" in the OT - it literally means "enemy" or "adversary"

3. One view of the Chronicles passage is that here, the "adversary" is not the personal devil but some other divine agent authorised by God - which of course makes the passages more consistent - this is also consistent with some other OT writing eg Job where its not altogether clear that the tempter is the personal devil

4. The development of the idea of the "personal devil" out of Semitic thought is actually not that clear - even as between the NT Greek translation "Satan" and the OT Hebrew "Satan", there is a quite a chasm of thought

Anyways...all that to say, it may be a distinction without a difference...
